Restrictions on Access

Because of the possibility that portions of these records fall under Public Information Act exceptions including, but not limited to, home addresses and home phone numbers of government officials (Texas Government Code, Section 552.117); certain email addresses (Texas Government Code, Section 552.137); common-law privacy (Texas Government Code, Section 552.101); and confidential information provided for legislative purposes (Texas Government Code, Section 552.008), an archivist must review these records before they can be accessed for research. Scope and Content
Texas Representative Sylvester Turner’s bill files highlight legislation Turner authored, sponsored, or was interested in from the 79th (2005) through the 84th (2015) legislative sessions. Records include bill drafts and amendments, bill analyses, correspondence, talking points, requests to put legislation on committee calendars, witness and contact lists, hearing transcripts, labels, and bill tracking spreadsheets, dating 2005-2015. Subjects include utilities affordability, effect of globalization on state agencies, conditions within state-operated justice centers, cost of higher education, air quality monitoring, programs aimed at providing emotional and financial support for crime victims, medical services provided to children (especially in regards to the federal Children’s Healthcare Insurance Program), mental health programming, school finance, juvenile justice, transportation needs, abortion, adoption, and consumer protection.

Due to Turner’s service on the Appropriations and State Affairs committees, bill files related to funding or operation of state government can also be found in the Committee and council membership records series. A number of Turner’s constituents wrote his office in support of or in opposition to specific bills or types of legislation. Researchers should look at the Correspondence and constituent casework series for these types of records.
