Restrictions on Access

Because of the possibility that portions of these records fall under Public Information Act exceptions including, but not limited to, confidential information provided for legislative purposes (Texas Government Code, Section 552.008); and names, home addresses, and other identifying information of juvenile offenders in facilities operated by the Texas Juvenile Justice Department or its predecessors (Texas Family Code, Section 58.005); and certain email addresses (Texas Government Code, Section 552.137), an archivist must review these records before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (Texas Government Code, Chapter 552). Scope and Content
Texas Representative Sylvester Turner’s committee and council membership records reflect his work on House committee and legislative councils. Records include bill files, bill analyses, meeting briefing notes and background materials, riders, correspondence, reports, background information, presentations, and testimony, dating 2005-2015. Subjects include conducting budget oversight, funding of state government programs and salaries, assessing the administration of state government, evaluating of the duties and conduct of state officials and employees, partnering with other Democratic legislators, workings of the Texas Legislative Black Caucus, addressing utility affordability and access issues, and responding to natural disasters on the Gulf Coast. The bulk of the records concern Turner’s service on the House Appropriations Committee; House Appropriations Subcommittee on Criminal Justice; and House Appropriations Subcommittee on General Government, the Judiciary, and Criminal Justice and Public Safety. Other committees and councils represented are the House State Affairs Committee, House Select Committee on Hurricane Ike Storm Devastation to the Texas Gulf Coast; House Regulated Industries Committee; Democrats for Reform; House Select Committee on Electric Generation Capacity and Environmental Effects; House Select Committee on the Operation and Management of the Texas Youth Commission; and Texas Legislative Black Caucus.

Researchers should note that bill files related to funding or operation of state government can also be found in the Bill files series. The Subject files series includes background information compiled by Turner’s office, especially in regard to criminal justice, government funding, utility affordability, disaster recovery, and operation of state government. Due to Turner’s role as a committee or council member, constituents and public officials may have written to the representative. Digital files presented for public use will generally be PDF for text documents or spreadsheets, .jpg for photographic or graphic images, and .mp3 for audio files. Files in their original format are available on request; restrictions may apply.
