Texas Department of Housing and Community Affairs

Decorative logo for the TDHCA agencyThe Texas Department of Housing and Community Affairs (TDHCA) was created on September 1, 1991 under the authority of Senate Bill 546, 72nd Texas Legislature, Regular Session (amended by Senate Bill 1356, 73rd Regular Session, 1993) by consolidating the Texas Housing Agency and the Texas Department of Community Affairs. The creation of the single agency merged housing programs and provided local governments with better access to state coordination and aid in the provision of public services. TDHCA is the state agency responsible for affordable housing, community and energy assistance programs, colonia activities, and regulation of the state’s manufactured housing industry. The policy-making body of the agency is a board appointed by the governor with the advice and consent of the Texas Senate.

The department administers billions of dollars in funding each year through partnerships with for-profit, nonprofit, and local government entities to provide housing and community-based assistance to Texans in need. Most of the department’s resources come from mortgage revenue bond financing and refinancing, federal grants, and federal tax credits. The agency administers programs which largely fall under four main categories: those administered by the Community Affairs Division, single family programs, homeless programs, and multifamily finance programs.

Abstract: The Texas Department of Housing and Community Affairs was created in 1991 by consolidating the Texas Housing Agency and the Texas Department of Community Affairs to merge housing programs and provide local governments with better access to state coordination and aid in the provision of public services. These Texas Department of Housing and Community Affairs records date 1972-2017 and document the activities of that agency and its predecessors, which mainly involve community development, public housing, energy assistance, and weatherization. The records are minutes, correspondence, resolutions, budget requests, transcripts, agenda, memoranda, organizational charts, news clippings, press releases, contracts, articles, surveys, reports, briefs, announcements, newsletters, training materials video recordings, and audiocassette recordings of meetings. The training materials video recordings have been digitized and along with the electronic records are part of the Texas Digital Archive.
