Texas Department of Licensing and Regulation
The Texas Bureau of Labor Statistics was created in 1909 (House Bill 109, 31st Texas Legislature, Regular Session), headed by a commissioner appointed by the governor for a two-year term. The bureau was charged with collecting statistical information concerning the commercial, social, educational, and sanitary conditions of Texas employees and their families. Gradually the legislature added powers of administration and enforcement of industrial laws affecting the welfare of employees, employers and the general public. In 1973 (House Bill 901, 63rd Legislature, Regular Session) the name was changed to the Texas Department of Labor and Standards.
In 1989 (House Bill 863, 71st Legislature, Regular Session), the agency’s name changed to the Texas Department of Licensing and Regulation (TDLR). A six-member Commission of Licensing and Regulation, appointed by the governor to six-year overlapping terms and confirmed by the senate, was created to act as the governing body. Purely labor functions were transferred to the Texas Employment Commission (renamed the Texas Workforce Commission in 1995). The TDLR became the state’s umbrella occupational regulatory agency, responsible for the regulation of 38 occupations and industries.

Abstract: The Texas Department of Licensing and Regulation (TDLR) is the state’s primary occupational licensing agency with responsibility for regulating 38 occupations and industries in Texas. These TDLR records, 1971-2024, include records from its predecessor agency, the Texas Department of Labor and Standards (existed 1973-1989), and consist of commission summaries of minutes, (1989-2020), advisory bodies minutes and agenda (1971-2024), meeting supplemental materials (1983-2023), and press releases (1975-1998).
