Texas Workforce Investment Council
The Texas Workforce Investment Council (established in 1993 as the Texas Council on Workforce and Economic Competitiveness and renamed in 2003) assists the governor and the legislature with strategic planning for and evaluation of the Texas workforce system. In fulfilling this responsibility, the council promotes the development of a well-educated, highly skilled workforce for Texas, and advocates for the development of an integrated workforce development system that provides quality services. The council also serves as the State Workforce Investment Board under the federal Workforce Investment Act of 1998. The council has four primary functions in the workforce system: strategic planning, evaluation, research, and review of state and local workforce plans and reports to ensure alignment with statewide goals and objectives. In 1993 the functions of the Apprenticeship and Training Advisory Committee, the State Job Training Coordinating Council, the Texas Literacy Council, and the Technical Advisory Committee of the State Occupational Information Coordinating Council were transferred to the Council on Workforce and Economic Competitiveness upon its creation. The council functioned as an independent agency until 1995 when it was administratively attached to the Texas Office of the Governor (House Bill 1863, 74th Texas Legislature, Regular Session).

Abstract: The Texas Workforce Investment Council (established in 1993 as the Texas Council on Workforce and Economic Competitiveness and renamed in 2003) assists the governor and the legislature with strategic planning for and evaluation of the Texas workforce system. Records consist of meeting files of the council and its committees, administrative correspondence, and memorandum, notice of public hearings, conference brochure, survey, agency summary, and executive director calendars, 1993-2023. Correspondence and meeting material for the Texas Skill Standards Board are also included, reflecting the engagement of the council’s director and deputy director as staff support provided by the council to that board.
