Restrictions on Access
Because of the possibility that portions of these records fall under Public Information Act exceptions including, but not limited to, home addresses, home phone numbers, and family information of government officials or employees (Texas Government Code, Section 552.117 and 1175); email addresses (Texas Government Code, Section 552.137); and dates of birth (Texas Government Code, Section 552.101 and opinion of 3rd Court of Appeals, 03-13-00546-CV: Ken Paxton, Attorney General of the State of Texas v. City of Dallas, May 22, 2015), an archivist must review these records before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (Texas Government Code, Chapter 552). Refer to the overall restriction statement for instructions on requesting access through the Texas Attorney General.

Some of the spreadsheets have no restrictions, but four of them are restricted and must be redacted. Those restrictions are noted for each in the inventory.

Scope and Content
The Texas governor appoints a large number of state officials (with the consent of the Texas Senate) and fills vacancies in state and district offices (except vacancies in the legislature). The Appointments Office is responsible for naming individuals to serve on state boards and commissions. Governor Rick Perry’s Appointments Office created nine spreadsheets on boards and nominees to help manage the tasks of collecting and considering applications for appointments. These electronic spreadsheets include entries dating 1981, 1989-2015, bulk 2001-2014. Several spreadsheets apply to the boards alone: one on boards (containing 951 entries), and one on board contacts and/or board executive directors – apparently the same data on both of these spreadsheets (containing 591 entries). Several other spreadsheets apply to the nominees alone: one on nominees (containing 25,404 entries), one on nominee/board relations (containing 51,636 entries), one on recommenders (containing 42,387 entries), one on references (containing 26,445 entries), and one titled notebook (containing 66,031 entries). A separate scope and content note accompanies each spreadsheet listed in the inventory below, giving the fields contained in that specific spreadsheet.

The boards spreadsheet compiled information about boards the governor can appoint to, or make recommendations regarding. The board contacts and board executive directors spreadsheets (both apparently identical in contents) compiled information on contacts for specific positions on the board (executive director, executive secretary, etc.). Spreadsheets pertaining to the boards tend to include some or all of the following information: board name, board status (active, inactive, abolished, disbanded), member description, number of members, total seats appointed by governor, term of board, appointing agency, whether financial statement is required, senate confirmation, qualifications, duties of board, salary, officers, meetings, statutory authority,whether subject to sunset, sunset reason, notes, board mailing address, website, board physical address, contact name (and title, email, phone). Four additional fields are common to all the spreadsheets, and will not be repeated hereafter, namely the following: who created entry, who last modified (initials of staff member for each), start date, and last revision date.

The nominee spreadsheet is the main nominee table. The nominee/board relationship spreadsheet documents the relationship between a person and a board. The recommenders and references spreadsheets document people or organizations that recommended a nominee or provided a reference for a nominee. If someone recommends or provides a reference for more than one nominee, the data is repeated. And the notepad spreadsheet is like a log of letters sent to nominees. Spreadsheets pertaining to the nominees tend to include some or all of the following information: nominee ID, full name, title, whether deceased, drivers license (DL) number (not shown, presumably because it is restricted), DL state, application date, training date, addresses (work and mailing), email, phones and faxes (work, home, cellular phone), business URL, education (high school, undergraduate, graduate, other – name, year graduated, degree field for each), judicial questionnaire, gender, race, marital status, spouse, date of birth, county, region, representative senator, application under (Perry, Abbott, none), application notes (including information on acknowledgement letter, regret letter, appointment letter, etc.), and for references, the relationship to the nominee (e.g., principal, friend, professional, former boss, acquaintance, attorney, past co-worker, colleague, etc.).

Finally, the boards and nominees combined spreadsheet consists of all of the individual files combined into a single workbook.

There is also a brief file with explanations of many of the spreadsheets and some of their contents, in word processing format.

Formats of the original electronic files include word processing or plain text files (.doc and .txt), which were in pipe-delimited (|) format. These .txt files were then converted by Texas State Archives staff into spreadsheets (.xlsx). Digital files presented for public use will generally be PDF for text documents or spreadsheets. Files in their original format are available on request; restrictions may apply.
