Governor's clemency proclamations
Description:
One of the constitutional duties of the Texas Secretary of State is to register all official acts and proceedings of the governor, including proclamations. Between 1946 and 1960, the Parole Division of the Texas Secretary of State maintained records and prepared all clemency proclamations issued by the governor. These records are executive clemency proclamations granted by the Governor of Texas and prepared by the Texas Secretary of State, dating 1870, 1874-2009. Clemency proclamations by the Governor of the State of Texas have granted, for example, full pardon and restoration of full civil rights of citizenship, conditional pardon, remission of fines and forfeitures, medical emergency reprieve, commutation of a prison sentence, or revocation of a conditional pardon. Proclamations usually give some or all of the following types of information: the proclamation number, the name of the pardoned individual, when convicted, where, the court, the crime, the punishment, length of sentence served, who recommends executive clemency, any conditions on the pardon, date of pardon, and the signatures of the governor and the clerk. Standardized proclamation forms came into use in the 1880s and were used in all of the volumes. The format has changed over the years but the basic information is found in the pardons and paroles issued by the governor and since 1936 by the Texas Board of Pardons and Paroles. The proclamations from 1870, 1874-1913 are in volumes, the earliest of which (1870, 1874-1900) have been microfilmed (on 35 mm microfilm) for use. From 1913 to 1988 the proclamations are on 16 mm microfilm (the originals were destroyed). From 1988 to 2009 the Texas State Archives retains the paper copy of pardon proclamations.

These records are arranged as they were created, roughly chronologically. Beginning in 1900, they are arranged numerically by proclamation number, which is also chronological. Except for the years 1900-1913, the volume numbers that are given in the container listing below are not call numbers (the call numbers are the microfilm Microfilm numbers). Volume numbers are provided to assist in distinguishing one volume from another on the microfilm, and also to match the indexes to the volumes (see the series Indexes to clemency proclamations).
