He was an attorney, a judge, a militia officer, and a Democratic politician who served in the U.S. House of Representatives both before and after the Civil War (1858-1861, 1875-1887), and as a U.S. Senator from Texas (1887-1891). In 1861, Reagan was appointed by President Jefferson Davis to be the Confederate Postmaster-General. He also served as the Confederate Secretary of the Treasury until his capture in 1865. In later life, Reagan served as the first Railroad Commissioner of Texas (1891-1903) and founded the Texas State Historical Association in 1897.
