Executive Clerk Greg Davidson's bill files
Description:
Executive Office staff provided support services to Governor Rick Perry as he carried out his duties as governor. These records are the files of executive clerk Greg Davidson, dated 2001-2015, bulk 2001-2011. Most of the records in this series are Texas Commission on Environmental Quality (TCEQ) bill files and related legislative records concerning proposed legislation that required TCEQ review under a constitutional amendment. The amendment (passed on November 3, 1964) requires a specific filing for any legislation "creating a conservation and reclamation district" or "amending a law creating or governing a particular conservation and reclamation district if such bill (1) adds additional land to the district, (2) alters the taxing authority of the district, (3) alters the authority of the district with respect to the issuance of bonds, or (4) alters the qualifications or terms of office of the members of the governing body of the district." (Texas Constitution, Article XVI, Section 59(d).). Among the bill files are transmittal letters, enrolled bill memorandum files, signature pages and proclamations and executive orders pertaining to the bill files. The other files included in the records of Greg Davidson are lists of awards given by Governor Dolph Briscoe; Governor Perry messages, executive orders and proclamations (some of which are duplicated in the bill files); files pertaining to events causing the flags in the Capitol Complex to be lowered and budget execution proposals for the year 2014 in electronic format. Most of the bill files maintained by Greg Davidson have been scanned and are available in electronic format in the folder labeled "Greg's legislative folder" and/or the "EBM system solder."
