Indexes to clemency proclamations
Description:
One of the constitutional duties of the Texas Secretary of State is to register all official acts and proceedings of the governor, including proclamations. Between 1946 and 1960, the Parole Division of the Texas Secretary of State maintained records and prepared all clemency proclamations issued by the governor. This series consists of indexes to clemency proclamations created by the office of the Texas Secretary of State (formatted as five volumes, four boxes, and three Microfilms of microfilm), dating 1846-1970. Three volumes are general indexes to pardons and remissions of fines, dating 1846-1945. The information included in these indexes includes the following: number of pardon, name of convict, county of conviction, date pardoned, book, and page. Columns for pardon number are blank until about 1913; book and page are left blank after Book 321 (1923). Another two volumes are alphabetical indexes to paroles, remissions, and commutations, 1945-1954, providing name, date, proclamation number, and county of conviction (1994/133-1 and 2). There are four boxes of loose paper indexes to microfilmed Governor's [clemency] proclamations, 1913-1966, which give only name and number. Finally, there are three Microfilms of 16 mm microfilm containing alphabetical name indexes to Governors' proclamations dating 1965-1970. General indexes to pardons and remissions of fines were created to provide general access to pardon proclamations (giving either book and page numbers, or pardon number, or both). The indexes also give very basic information about each convict pardoned, including county of conviction and date pardoned.

These records are arranged first of all in chronological groups of varying length; within each grouping, the entries are arranged alphabetically by first letter of last name of pardoned convicts, and therein numerically (which is also chronologically).
